Major Paul B. Clark
Regiment Executive Officer (XO)
The 3rd Regiment’s Executive Officer is Major Paul B. Clark. He has 7 years of service with the Tennessee State Guard. MAJ Clark has served as Regiment S-2 (Intelligence Officer), Regiment Public Affairs Officer, and most recently as Regiment S-3 (Operations and Training Officer). Since retiring from the U. S. Navy in 1992, he has worked as a contractor in the Department of Energy (DOE) weapons complex. He has provided support at multiple sites including the Rocky Flats Environmental Technology Site, the Nevada Test Site, the Savannah River Site, the Knolls Atomic Power Laboratory, the Los Alamos National Laboratory, and is currently supporting nuclear start-up and restart activities at the Y12 National Nuclear Security Complex. He also served as the Director of Nuclear Operations at the Argonne National Laboratory, responsible for 7 nuclear facilities including operations, engineering, criticality safety, nuclear safety, and maintenance.
U. S. Military: MAJ Clark joined the Navy after completing a semester at the University of Tennessee in January 1972. He was selected for the Navy Nuclear Power Program and spent 15 months of intense training prior to assignment to his first submarine, the USS Henry L. Stimson. Over his 20 year career he went on to serve on two additional submarines and made a total of 17 Fleet Ballistic Missile submarine deployments. On his last two subs he served as the senior engineering enlisted adviser responsible for training, qualifications, operations, and maintenance associated with the engineering department. In 1990 he was transferred to the staff of Commander Submarine Force Atlantic Fleet where he served as Assistant Force Machinist, Assistant Force Quality Assurance, and finally Force Machinist and Force Auxiliaryman. In each of these positions he was responsible for 21 submarines assigned to the Atlantic Fleet. During this tour he was promoted to Master Chief Petty Officer (E-9) prior to his retirement in 1992. Then Master Chief Clark retired with 20 years of service and moved to Denver, CO. Awards included the Enlisted Submarine Warfare Insignia (Dolphins), the Fleet Ballistic Missile Patrol Pin (17 awards) the Navy Commendation Medal, Navy Achievement Medal (4 awards), National Defense Medal (2 awards), Navy Good Conduct Medal (5 awards), and the Navy Sea Service Ribbon (5 awards).
Duty description:
The XO serves as second in command of the regiment and is the principal assistant to the commander. The XO directs, coordinates, and supervises the activities of the staff sections. The XO is the commander's principal assistant for directing, coordinating,
supervising, and training the staff, except in areas the commander reserves; coordinates efforts among the staff to anticipate requirements and develop recommendations to the commander for correcting actual or forecast shortfalls in resources or mission accomplishment; supervises the staff's synchronization of the operation vertically, horizontally, chronologically, and geographically. The XO ensures the continuity of the staff support and communication under all circumstances.
